TenantSettingsPage

Host page for TenantSettingsViewModel. Wires the modal instrument picker — the VM raises OpenInstrumentPickerRequested when the operator taps "Pick", and the page resolves it by pushing a fresh InstrumentPickerPage and forwarding the result back into the VM. Help drawer is attached via HelpToolbarExtensions.
