result = HtmlTextExtensions.ToPlainText(html, maxLength)

Turn an HTML fragment into a plain-text snippet: strip tags and decode entities. A block boundary becomes a single space, an inline tag leaves nothing behind, and runs of whitespace collapse. When is positive the result is cut to it with a trailing ellipsis; a non-positive value means no truncation.
